         Pursuant to a notice posted in accordance with Senate Rule 11.11, 
         a meeting of the Senate Committee on State Affairs was held on 
         Tuesday, January 21, 1997 in the Senate Chamber at Austin, Texas.

         The Chair called the meeting to order at 1:45 pm.  There being a 
         quorum present, the following business was transacted.  
         
         The following members arrived after the roll was called:  none.
         
         The committee members discussed the rules of the Senate State 
         Affairs Committee.
         
         The Chair agreed to consider adopting the committee rules at a 
         subsequent meeting to give the members an opportunity to consider 
         the rules.
         
         There being no further business, at 2:00 pm Senator Armbrister 
         moved that the Committee be recessed subject to the call of the 
         Chair.
