Pursuant to a notice posted in accordance with Senate Rule
11.11, a meeting of the Senate Committee on Jurisprudence was
held on Monday, February 3, 1997 in the Capitol Extension,
Room E1.012, at Austin, Texas.

The Chair called the meeting to order at 1:30 p.m. . There
being a quorum present, the following business was transacted.
The following members arrived after the roll was called:
none.
At 1:33 p.m. Senator Harris assumed the chair.
The Chair laid out SB 81 and recognized the author, Senator
Ellis, to explain the bill. Senator Ellis sent up a committee
substitute; the Chair recognized Senator Ellis to explain the
difference between the committee substitute and the bill as
filed.
Witnesses testifying and registering on the bill are shown on
the attached list.
Senator Ellis moved that SB 81 do not pass but that CSSB 81 be
reported back to the Senate with the recommendation that it do
pass and be printed. The motion carried with a vote of 6
ayes, 0 nays, 0 present not voting, and 1 absent.
At 1:53 p.m. Senator Ellis assumed the chair.
The Chair laid out SB 129 and recognized the author, Senator
Nixon, to explain the bill.

Senator Ellis moved that SB 129 be left pending; without
objection, it was so ordered.
The Chair laid out SB 219 and recognized the author, Senator
Haywood, to explain the bill.

Senator Ellis moved that SB 219 be left pending; without
objection, it was so ordered.
The Chair laid out SB 165 and recognized the author, Senator
Luna, to explain the bill.
Witnesses testifying and registering on the bill are shown on
the attached list.
Senator Harris moved that SB 165 be left pending; without
objection, it was so ordered.
The Chair laid out SB 166 and recognized the author, Senator
Harris, to explain the bill.

Senator Harris moved that SB 166 be reported favorably to the
full Senate with the recommendation that it do pass and be
printed. The motion carried with a vote of 6 ayes, 0 nays, 0
present not voting, and 1 absent.
Senator Ellis requested unanimous consent to certify the bill
for Local & Uncontested Calendar; without objection, it was so
ordered.
The Chair laid out SB 243 and recognized the author, Senator
Harris, to explain the bill.

full Senate with the recommendation that it do pass and be

There being no further business, at 2:43 p.m. Senator Ellis
moved that the Committee stand recessed subject to the call of
