Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Interim Senate Finance
Subcommittee on Articles I, VI and VII Agencies was held on
Wednesday, April 29, 1998 in the Capitol Extension, Room
E1.036, at Austin, Texas.

Chairman Barrientos called the meeting to order at 10:00 a.m.
The following business was transacted.

Following opening remarks, the Chair called on representatives
from state agencies and technology vendors to provide
testimony and answer questions regarding interim committee
charges. Witnesses appeared as follows:

CHARGES ON ARTICLE VII AGENCIES:
Frank J. Smith, representing the Texas Department of
Transportation, provided oral and written testimony.
Thomas Doebner, representing the Texas Department of
Transportation, provided oral testimony.
Lanny Wadle, representing the Texas Department of
Transportation, registered as a resource witness but did
not testify.
Frank Vito, representing the State Auditor's Office
answered questions regarding the Texas Department of
Transportation.

There being no further business, at 4:30 p.m. Chairman
Barrientos announced that the Committee would stand recessed
subject to the call of the Chair. Without objection, it was
