Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on Finance was
held on Thursday, March 6, 1997 in the Capitol Extension, Room
E1.036, at Austin, Texas.

Senator Truan, the Acting Chair, called the meeting to order at
9:40 am. There being a quorum present, the following business
was transacted.
The Chair laid out SB 606 and recognized the author, Senator
Lucio, Jr., to explain the bill. Senator Lucio, Jr. sent up a
committee substitute and moved adoption; without objection, the
committee substitute was adopted. The Chair recognized Senator
Lucio, Jr. to explain the difference between the committee
substitute and the bill as filed.
Kenneth Ashworth, representing TX Higher Education
Coordinating Board, testified on the bill.
William H. Cunningham, representing The University of Texas
System, testified on the bill.
James Guckian, representing The University of Texas System,
testified on the bill.
Charles B. Mullins, representing The University of Texas
System, testified on the bill.
R.R. Casso, representing Self - Member, Texas Board of
Health, testified in favor of the bill.
Mike Allen, representing McAllen Economic Development
Corporation, registered but did not testify in favor of the
bill.
Mario R. Anzaldua, M.D., representing Hidalgo-Starr County
Medical Society, registered but did not testify in favor of
the bill.
Roger R. Heredia, M.D., representing Hidalgo-Starr County
Medical Society, registered but did not testify in favor of
the bill.
Mike R. Perez, representing City of McAllen, registered but
did not testify in favor of the bill.
Mario Ramirez, representing University of Texas Health
Science Center - San Antonio, registered but did not
testify in favor of the bill.
Senator Lucio, Jr. moved that SB 606 be left pending; without
objection, it was so ordered.
The Chair laid out SB 701 and recognized the author, Senator
Armbrister, to explain the bill. Senator Armbrister sent up a
committee substitute and moved adoption; without objection, the
committee substitute was adopted. The Chair recognized Senator
Armbrister to explain the difference between the committee
substitute and the bill as filed.
Ray Bonilla, representing Office of the Comptroller,
registered but did not testify on the bill.
Nancy Goerdel, representing Employees Retirement System of
Texas, registered but did not testify on the bill.
Cathy Iberg, representing M.T. Investment Management
Company, registered but did not testify on the bill.
Carlos Veintemillas, representing Permanent School Fund,
registered but did not testify on the bill.
Senator Armbrister moved that SB 701 do not pass but that CSSB
701 be reported back to the Senate with the recommendation that
it do pass and be printed. The motion carried with a vote of 8
ayes, 0 nays, 0 present not voting, and 5 absent. After the
vote was recorded, the Chair announced that Senators Barrientos
and Zaffirini requested unanimous consent to be shown voting aye
on the previous motion; without objection, the final vote was 10
ayes, 0 nays, 0 present not voting, and 3 absent.
The Chair laid out SB 180 and recognized the author, Senator
Ellis, to explain the bill. Senator Moncrief sent up a
committee substitute and moved adoption; without objection, the
committee substitute was adopted. The Chair recognized Senator
Ellis to explain the difference between the committee substitute
and the bill as filed.
William P. Hobby, representing University of Houston
System, testified on the bill.
John Moore, representing University of Houston, Texas A&M,
University of Texas, and Texas Tech University Student
Body, testified in favor of the bill.
Orson Aguilar, representing University of Texas, registered
but did not testify in favor of the bill.
Sharon W. Cobb, representing TX Higher Education
Coordinating Board, registered but did not testify on the
bill.

Senator Truan moved that SB 180 be left pending; without
objection, it was so ordered.
There was no action on SB 581.
There being no further business, at 11:00 am Senator Truan moved
that the Committee stand recessed subject to the call of the
Chair. Without objection, it was so ordered.
