Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on
Intergovernmental Relations was held on Wednesday, April 30,
1997 in the Capitol Extension, Room E1.028, at Austin, Texas.

The Chair called the meeting to order at 2:30 pm. The
following business was transacted:
Having stood at ease, the following members arrived after the
roll was called: Senators Galloway, Cain, Carona, Lindsay,
Madla, Moncrief, Ogden, Shapiro, and Whitmire
The Chair advised that SB 1799 had been tagged pursuant to
Senate Rule 11.20 and would not be heard.
The Chair laid out HB 1204 and recognized the Senate sponsor,
Senator Gallegos, Jr., to explain the bill.
Senator Gallegos, Jr. sent up Committee Amendment 1 explained
the amendment.
Witnesses testifying and registering on the bill are shown on

The Chair moved that HB 1204 be left pending to await a
quorum; without objection it was so ordered. Upon arrival of
a quorum, Senator Gallegos, Jr. sent up Committee Amendment 1
and moved adoption; without objection, the amendment was
adopted.
Senator Carona moved that HB 1204 be left pending; without
objection, it was so ordered.
At 2:35 pm Senator Gallegos, Jr. assumed the chair.
The Chair laid out HB 1279 and recognized the Senate sponsor,
Senator Lucio, Jr., to explain the bill.
Senator Lucio, Jr. sent up Committee Amendment 1 and explained
the amendment.

The Chair moved that HB 1279 be left pending to await a
quorum; without objection it was so ordered. Upon arrival of
a quorum, Senator Madla moved adoption of Committee Amendment
1; without objection, the amendment was adopted.

to the Senate with the recommendation that it do pass and be
printed. The motion carried with a vote of 11 ayes, 0 nays, 0
present not voting, and 0 absent.
Senator Lindsay moved that the bill be recommended for

1280 be reported back to the Senate with the recommendation
that it do pass and be printed. The motion carried with a
vote of 11 ayes, 0 nays, 0 present not voting, and 0 absent.
Senator Galloway moved that the bill be recommended for

objection, it was so ordered.
At 2:40 pm Senator Lucio, Jr. resumed the chair and announced
that the Committee would stand at ease pending the arrival of
the bills' authors.

Moncrief originally moved to adopt the Committee Substitute,
however, a quorum was not present at the time; that motion was
later withdrawn.

be reported back to the Senate with the recommendation that it
do pass and be printed. The motion carried with a vote of 11
