Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on
Administration was held on Thursday, May 15, 1997 in Admin.
Comte. Office E1.714, at Austin, Texas.

The Chair called the meeting to order at 7:05 am. There being
a quorum present, the following business was transacted.
Senator Harris informed the committee that SB 1950 had been
pulled by the Senate sponsor.
The Chair laid out HB 2883 and recognized Senator Armbrister
in the absence of Senator Gonzalo Barrientos, the Senate
sponsor, to explain the bill.
Senator Armbrister moved that HB 2883 be reported favorably to
the full Senate with the recommendation that it do pass and be
printed. The motion failed by a vote of 3 ayes, 3 nays, 0
present not voting, and 1 absent.
The Chair laid out HCR 14 and recognized the Senate sponsor,
Senator Jane Nelson, to explain the bill.
Senator Harris moved that HCR 14 be reported favorably to the
full Senate with the recommendation that it do pass and be
printed. The motion carried with a vote of 6 ayes, 0 nays, 0
present not voting, and 1 absent.
Senator Moncrief moved that the bill be recommended for
placement on the Local & Uncontested Calendar, without
objection, it was so ordered.
The Chair laid out HCR 80 and recognized the Senate sponsor,
Senator Robert Duncan, to explain the bill.
Senator Moncrief moved that HCR 80 be reported favorably to
the full Senate with the recommendation that it do pass and be
printed. The motion carried with a vote of 6 ayes, 0 nays, 0
present not voting, and 1 absent.
Senator Truan moved that the bill be recommended for placement
on the Local & Uncontested Calendar, without objection, it was
so ordered.
The Chair laid out HCR 85 and recognized Senator Moncrief in
the absence of Senator Steve Ogden, the Senate sponsor, to
explain the bill.
Senator Moncrief moved that HCR 85 be reported favorably to
the full Senate with the recommendation that it do pass and be
printed. The motion carried with a vote of 6 ayes, 0 nays, 0
present not voting, and 1 absent.
Senator Truan moved that the bill be recommended for placement
on the Local & Uncontested Calendar, without objection, it was
so ordered.

Senator Steve Ogden, to explain the bill.

explain the bill.

The Chair laid out HCR 86 and recognized Senator Truan in the
absence of Senator Tom Haywood, the Senate sponsor, to explain
the bill.
Senator Truan moved that HCR 86 be reported favorably to the
full Senate with the recommendation that it do pass and be
printed. The motion carried with a vote of 6 ayes, 0 nays, 0
present not voting, and 1 absent.

Senator Harris moved that the bill be recommended for

objection, it was so ordered.
Senator Harris resumed the chair and asked if there were any
questions or discussion on any of the bills listed for
certification on the Local and Uncontested Calendar. There
was discussion. Senator Moncrief moved to certify all the
bills on the list with the exception of HB 107, HB 344, HB
546, HB 621, HB 984 pulled by author, HB 1138, HB 1200 by

There being no further business, at 8:29 am Senator Harris
moved that the Committee stand recessed subject to the call of
the Chair. Without objection, it was so ordered.
