         Pursuant to a suspension of the 5-day posting rule on May 16,  
         1997, and a notice posted on May 16, 1997, the House Committee  
         on State Affairs met in a public hearing and was called to  
         order by the Chair, Representative Steven Wolens at 2:25 pm.
