         Pursuant to a notice posted on February 5, 1997, the House 
         Committee on State Affairs met in a public hearing and was 
         called to order by the Chair, Representative Steven Wolens at 
         2:04 pm.
         
         The roll was answered as follows:  
         
         Present:  Representatives Wolens; Alvarado; Brimer; Counts; 
                   Hilbert; Hunter; Jones, Delwin; Longoria; Ramsay; 
                   Stiles (10).
         
         Absent:   Representatives Turner, Sylvester; Carter; Craddick; 
                   Danburg; McCall (5).
         
         A quorum was present.
         
         Testimony was taken on telecommunications deregulation and 
         electric utility deregulation from invited speakers (see 
         attached witness list).

         (2:07 pm-Representative McCall now present.)  
         (3:38 pm-Representative Turner, Sylvester now present.)
          
         At 8:16 pm, on the motion of the chair and without objection, 
         the meeting was adjourned subject to the call of the chair.
