Pursuant to a motion made and unanimously granted during the
formal meeting on April 9, 1997, the following are the
corrected committee minutes for the State Recreational
Resources hearing on April 2, 1997.
Pursuant to a notice posted on March 27, 1997, the House
Committee on State Recreational Resources met in a public
hearing and was called to order by the Chair, Representative
Edmund Kuempel at 8:04 am.
The roll was answered as follows:
Present: Representatives Kuempel; McCall; Hightower; Horn;
Longoria; Palmer (6).
Absent: Representatives Hilderbran; King; Merritt (3).
A quorum was present.
HB 1523
The chair laid out HB 1523.
Testimony was taken.
(Representatives King and Merritt now present.)
The chair recognized Representative Merritt to explain the
measure.
Representative Merritt offered a complete committee
substitute.
Testimony was taken.
The committee substitute was withdrawn.
The bill was left pending without objection.
HB 3061
The chair laid out HB 3061.
Representative Hightower offered a complete committee
substitute.
The chair recognized Representative Hightower to explain the
measure.

Testimony was taken.

Testimony was taken.
The chair recognized Representative Hightower to close on the
measure.
The committee substitute was withdrawn.
The bill was left pending without objection.
At 9:59 am, on the motion of the chair and without objection,
the meeting was recessed until adjournment of the House.
The committee reconvened at 12:26 pm and was called to order
by the chair, Representative Kuempel. The roll was answered
as follows:
Present: Representatives Kuempel; Hightower; Horn; King;
Longoria; Merritt; Palmer (7).
Absent: Representatives McCall; Hilderbran (2).
A quorum was present.
HB 3061
The chair laid out HB 3061.
Representative Hightower offered a complete committee
substitute.
Representative Longoria offered an amendment to the committee
substitute.
The amendment was adopted without objection.
The committee substitute, as amended, was adopted without
objection.
The chair directed the staff to incorporate the amendments
into a committee substitute.
Representative Horn moved that HB 3061, as substituted, be
reported favorably to the full house with the recommendation
that it do pass and be printed. The motion prevailed by the
following vote:
Ayes: Representatives Kuempel; Hightower; Horn;
Longoria; Merritt; Palmer (6).
Nays: Representative King (1).
Present not Voting: None (0).
Absent: Representatives McCall; Hilderbran (2).
HB 709
The chair laid out HB 709.
The chair recognized Representative Ron Lewis to explain the
measure.
(Representative McCall now present.)
Testimony was taken.
The chair closed on the measure.
Representative McCall moved to refer the bill to a
subcommittee. There being no objection, HB 709 was referred
to a subcommittee to be named later by the chair.

The chair laid out HB 2541.
Representative McCall offered an amendment to the measure.
Testimony was taken.
The amendment was adopted without objection.
Representative Longoria offered an amendment to the measure.
The amendment was adopted without objection.
Representative Longoria moved that HB 2541, as amended, be
reported favorably to the full house with the recommendation
that it do pass and be printed. The motion prevailed by the
following vote:
Ayes: Representatives Kuempel; McCall; Hightower;
Horn; King; Longoria; Merritt; Palmer (8).
Nays: None (0).
Present not Voting: None (0).
Absent: Representative Hilderbran (1).
At 12:49 pm, on the motion of the chair and without objection,
the meeting was adjourned subject to the call of the chair.
