         Pursuant to a notice posted on January 24, 1997, the House 
         Committee on Juvenile Justice and Family Issues met in a joint 
         public hearing with the House Appropriations Committee and was 
         called to order by the Chair, Representative Toby Goodman at 
         8:05 am.
         
         The roll was answered as follows:  
         
         Present:  Representatives Goodman; Staples; Jones, Jesse; 
                   McClendon; McReynolds; Naishtat; Reyna, Arthur; Smith; 
                   Williams (9).
         
         Absent:   None (0).
         
         A quorum was present.
         
         The discussion topic was the Texas Criminal Justice System.
         
         Testimony was taken.  
         
         See attached witness list. 
         
         On the motion of the chair and without objection, the meeting
