         Pursuant to a notice posted on October 6, 1998, the House  
         Committee on Insurance, Subcommittee on Charge 3 met in a  
         public hearing and was called to order by the Acting Chair,  
         Representative Van de Putte at 1:45 pm. 
          
         The roll was answered as follows:

         A quorum was present.

         At 4:50pm, on the motion of the chair and without objection,
