         Pursuant to a notice posted on February 11, 1997, the House 
         Committee on Human Services met in a public hearing and was 
         called to order by the Chair, Representative Harvey Hilderbran 
         at 11:08 am.
         
         The roll was answered as follows:  
         
         Present:  Representatives Hilderbran; Chavez; Christian; Davila; 
                   Krusee; McReynolds; Wohlgemuth (7).
         
         Absent:   Representatives Naishtat; Maxey (2).
         
         A quorum was present.
         
         Testimony was taken.

         (Representative Krusee now present.)  
         
         At 11:55 am, on the motion of the chair and without objection, 
         the meeting was recessed until 1:30 pm /02/18/97.
         
         The committee reconvened at 1:38 pm and was called to order by 
         the chair, Representative Hilderbran.  The roll was answered as 
         follows:  
         
         Present:  Representatives Hilderbran; Naishtat; Chavez; 
                   Christian; Krusee; Maxey; McReynolds (7).
         
         Absent:   Representatives Davila; Wohlgemuth (2).
         
         A quorum was present.

         At 3:47 pm, on the motion of Representative Maxey and without 
         objection, the meeting was adjourned subject to the call of the
