         Pursuant to a notice posted on February 26, 1997, the House 
         Committee on State, Federal & International Relations met in a 
         public hearing and was called to order by the Chair, 
         Representative Bob Hunter at 8:09 am.
         
         The roll was answered as follows:  
         
         Present:  Representatives Hunter; Moreno; Isett; Palmer; 
                   Pitts; Seaman; West, George "Buddy" (7).
         
         Absent:   Representatives Chavez; Wise (2).
         
         A quorum was present.
         
         The Chairman asked the Texas Libraries and Archives Commission 
         to give a briefing to the committee.(Representative Chavez now 
         present.)  
         
         (Representative Wise now present.)  
         
         Testimony was taken.  
         
         At 8:58 am, on the motion of the chair and without objection, 
         the meeting was adjourned until 8:00 am on Tuesday, March
