         Pursuant to a notice posted on February 12, 1997, the House 
         Committee on State, Federal & International Relations met in a 
         public hearing and was called to order by the Chair, 
         Representative Bob Hunter at 8:10 am.
         
         The roll was answered as follows:  
         
         Present:  Representatives Hunter; Chavez; Isett; Palmer; Seaman; 
                   Wise; Pitts (7).
         
         Absent:   Representatives Moreno; West, George "Buddy" (2).
         
         A quorum was present.
         
         The Chairman asked for The Texas Historical Commission to give 
         the Committee a briefing.  
         Testimony was taken.  
         
         At 9:50 am, on the motion of the chair and without objection, 
         the meeting was adjourned until 8:00 am Tuesday, February 25,
