         Pursuant to a notice posted on February 24, 1998, the House  
         Committee on Higher Education, Subcommittee on Western  
         Governors University met in a public hearing and was called to  
         order by the Acting Chair, Representative Reyna  at 10:05 am. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Dunnam; Reyna, Elvira (2). 
          
         Absent:   Representatives Bailey; Kamel; Rabuck; Uresti (4). 
          
         A quorum was present. 
          
         (Representative Uresti now present.) 
          
         The subcommittee took testimony on the following interim  
         charge: (see attached witness list) 
          
         Review the Western Governors University initiative and assess  
         its potential value for Texas institutions. Review other  
         distance education initiatives by higher education  
         institutions and organizations, as well as plans of the Higher  
         Education Coordinating Board in relation to distance  
         education.  Review costs and other funding issues associated  
         with distance education. 
          
         At 3:09 pm, on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
