         Pursuant to a notice posted on February 5, 1997, the House 
         Committee on Economic Development met in a public hearing and 
         was called to order by the Chair, Representative Ren  Oliveira 
         at 11:40 am.
         
         The roll was answered as follows:  
         
         Present:  Representatives Oliveira; Yarbrough; Greenberg; 
                   Keffer; Luna, Vilma; Seaman; Siebert; Van de Putte 
                   (8).
         
         Absent:   Representative Raymond (1).
         
         A quorum was present.
         
         The Chairman discussed the Texas workforce development system, 
         including the State Occupational Information Coordinating 
         Committee, Texas Council on Workforce and Economic 
         Competitiveness, Texas Workforce Commission, child care, and 
         TANF block grants. Testimony was taken.  
         (Representative Raymond now present.)  
         
         (Representative Van de Putte in chair.)  
         
         (Representative Oliveira in chair.)  
         
         At 2:35 pm, on the motion of the chair and without objection, 
         the meeting was recessed until 2:45.
         
         The Chairman reconvened the meeting at 2:48.  The roll was 
         answered as follows:
         
         Present:  Representatives Oliveira; Greenberg; Luna; Keffer; Van 
                   de Putte (5).
         
         Absent:   Representative Yarbrough; Raymond; Seaman; Siebert 
                   (4).
         
         The Chairman discussed the Smart Jobs Fund Program of the Texas 
         Department of Commerce. Testimony was taken.  
         
         (Representative Yarbrough now present.)  
         
         (Representative Seaman now present.)  
         
         
         At 4:06 pm, on the motion of the chair and without objection, 
         the meeting was adjourned subject to the call of the chair.
