Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Natural Resources & Economic Development was held on Wednesday, March 1, 2023, in the Capitol Extension, Room E1.012, at Austin, Texas.

The chair called the meeting to order at 9:00 AM. There being a quorum present, the following business was transacted:

The following members arrived after the roll was called: Senator Carol Alvarado, Senator César Blanco, Senator Bryan Hughes.

The chair welcomed the members of the Senate Committee on Natural Resources and Economic Development, introduced committee staff, and recognized the members of the Committee to introduce their staff and make opening remarks.

Senator Zaffirini moved adoption of the committee rules. There being no objection, it was so ordered.

The chair called the following agency and association representatives to provide invited testimony: the Texas Railroad Commission, Texas Oil and Gas Association, Texas Alliance of Energy Producers, Texas Commission on Environmental Quality, Texas Workforce Commission. (see attached witness list).

There being no further business, at 10:53 AM the Chair moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
