Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Local Government was held on Wednesday, May 3, 2023, in the Press Room at Austin, Texas.

The chair called the meeting to order at 4:15 PM. There being a quorum present, the following business was transacted:

The chair laid out as a matter of pending business SB 1430.

Senator Hinojosa explained the committee substitute to SB 1430.

Senator Gutierrez moved to adopt the committee substitute for SB 1430.

Senator Gutierrez moved that SB 1430 be reported to the Senate with the recommendation that it do not pass, but that the committee substitute adopted in lieu thereof do pass and be printed.

The chair called for a vote - the motion carried with a record vote of 8 ayes, 0 nays, 0 present not voting, and 1 absent.

Senator Gutierrez moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out as a matter of pending business SB 2512.

Senator Eckhardt moved that SB 2512 be reported to the Senate with the recommendation that it do pass and be printed.

The chair called for a vote - the motion carried with a record vote of 8 ayes, 1 nay, 0 present not voting, and 0 absent.

 

The chair laid out as a matter of pending business SB 2570.

Senator Paxton moved to adopt the committee substitute for SB 2570.

Senator Paxton moved that SB 2570 be reported to the Senate with the recommendation that it do not pass, but that the committee substitute adopted in lieu thereof do pass and be printed.

The chair called for a vote - the motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent.

Senator Paxton moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out as a matter of pending business HB 2371.

Senator West moved that HB 2371 be reported to the Senate with the recommendation that it do pass and be printed.

The chair called for a vote - the motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent.

Senator West moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

At 4:23 PM Senator Bettencourt assumed the chair and Senator Springer resumed the chair.

Senator Hall moved to adopt the committee substitute for SB 1787.

Senator Hall moved that SB 1787 be reported to the Senate with the recommendation that it do not pass, but that the committee substitute adopted in lieu thereof do pass and be printed.

The chair called for a vote - the motion carried with a record vote of 7 ayes, 2 nays, 0 present not voting, and 0 absent.

 

There being no further business, at 4:24 PM Senator Nichols moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
