Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Local Government was held on Tuesday, April 4, 2023, in the Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 4:55 PM. There being a quorum present, the following business was transacted:

 

The following members arrived after the roll was called: Senator Tan Parker

 

The chair laid out the committee substitute for SB 1215 and recognized Senator Paxton to explain the difference between the committee substitute and the senate bill as filed. The chair recognized Senator Nichols to adopt the committee substitute. The chair recognized Senator Nichols to lay out the substitute for a vote. The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 2 absent. Senator Nichols moved that the committee substitute for SB 1215 be reported to the Senate with the recommendation that it do not pass, but that the committee substitute adopted in lieu thereof do pass and be printed. Senator Nichols moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

The chair laid out the committee substitute for SB 888 and recognized Senator Perry to explain the difference between the committee substitute and the senate bill as filed. At 5:10 PM Senator Bettencourt resumed the chair.
