Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Education was held on Wednesday, March 22, 2023, in the Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 9:19 AM. There being a quorum present, the following business was transacted:

 

Senator Campbell assumed the chair. 

 

The chair laid out SB 9 and recognized the author, Senator Creighton, to explain the bill.

 

 

Witnesses testifying and registering on the bill are shown on the attached list.

 

At 10:47 AM Senator Campbell moved that the Committee stand recessed until after adjournment of the Senate. Without objection, it was so ordered.

 

At 2:01 PM Senator Campbell reconvened the meeting.

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator Paxton sent up a committee substitute for Senate Bill 9.  The chair previously recognized Senator Creighton to explain the difference between the committee substitute and the senate bill as filed.  Senator Paxton moved the adoption of the committee substitute; without objection, it was so ordered.

 

Senator Campbell moved that CSSB 9 be left pending; without objection, it was so ordered.

 

The chair laid out SB 8 and recognized the author, Senator Creighton, to explain the bill.

 

Senator Paxton sent up a committee substitute.  The chair recognized Senator Creighton to explain the difference between the committee substitute and the senate bill as filed.  Senator Paxton moved the adoption of the committee substitute; without objection, it was so ordered.

The chair laid out SJR 29 and recognized the author, Senator Paxton, to explain the bill.

 

Senator Flores sent up a committee substitute.  The chair recognized Senator Paxton to explain the difference between the committee substitute and the senate bill as filed.  Senator Flores moved the adoption of the committee substitute; without objection, it was so ordered.

Senator King sent up a committee substitute.  The chair recognized Senator Bettencourt to explain the difference between the committee substitute and the senate bill as filed.  Senator Springer moved the adoption of the committee substitute; without objection, it was so ordered.

There being no further business, at 12:25 AM Senator Creighton moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
