Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Administration was held on Monday, May 1, 2023, in the Betty King Committee Room at Austin, Texas.

The chair called the meeting to order at 9:03 AM. There being a quorum present, the following business was transacted:

 

The chair laid out SCR 42 and recognized Senator Johnson, in the absence of the author, to explain the bill.

 

Witnesses registering on the bill are shown on the attached list.  

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator Hall moved that SCR 42 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 3 absent.

 

Senator Parker moved that the bill be recommended and certified for placement on the May 2, 2023, Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out SCR 46 and recognized the author, Senator Flores, to explain the bill.

 

Senator Springer sent up a committee substitute.  The chair recognized Senator Flores to explain the difference between the committee substitute and the senate bill as filed.  Senator Springer moved the adoption of the committee substitute; without objection, it was so ordered.

 

The following witness testified on the bill. (see attached witness list).

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator Springer moved that SCR 46 do not pass but that CSSCR 46 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 3 absent.

 

Senator Springer moved that the bill be recommended and certified for placement on the May 2, 2023, Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out the recommended list of bills for placement of the Local and Uncontested

Calendar to be held on May 2, 2023.

 

Senator Parker moved that the list of bills recommended for placement on the Local &

Uncontested Calendar to be held on May 2, 2023 be certified. The motion carried with a record

vote of 4 ayes, 0 nays, 0 present not voting, and 3 absent.

 

The chair laid out HB 2664 and recognized Senator Nathan Johnson, in the absence of the Senate sponsor, to explain the bill.

 

Witnesses registering on the bill are shown on the attached list.

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator Parker moved that HB 2664 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 3 absent.

 

Senator Parker moved that the bill be recommended and certified for placement on the May 2, 2023, Local & Uncontested Calendar; without objection, it was so ordered.
