Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Administration was held on Tuesday, April 25, 2023, in the Betty King Committee Room at Austin, Texas.

The chair called the meeting to order at 4:54 PM. There being a quorum present, the following business was transacted:

 

The posting rule, Senate Rule 11.10 and 11.18, was suspended to hear the following bill(s): HB 109.

 

The chair laid out HB 109 and recognized the Senate sponsor, Senator Zaffirini, to explain the bill.

 

No witnesses testified or registered on the bill.

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator Alvarado moved that HB 109 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 0 absent.

 

Senator Alvarado moved that the bill be recommended and certified for placement on the April 27, 2023 Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out as a matter of pending business SCR 38. H

 

Senator Springer sent up a committee substitute.  The chair recognized Senator Springer to explain the difference between the committee substitute and the senate bill as filed.  Senator Springer moved the adoption of the committee substitute; without objection, it was so ordered.

 

Senator Springer moved that SCR 38 do not pass but that CSSCR 38 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 0 absent.

 

Senator Springer moved that the bill be recommended and certified for placement on the April 27, 2023 Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out the recommended list of bills for placement of the Local and Uncontested Calendar to be held on April 25, 2023. Senator Hall announced that SB 51, SB 696, SB 1344, and SB 1404 would be removed.

 

Senator Parker moved that the list of bills recommended for placement on the Local & Uncontested Calendar to be held on April 25, 2023 be certified. The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 0 absent.

 

There being no further business, at 5:01 PM Senator Hall moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
