Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Water & Rural Affairs was held on Monday, April 8, 2019, in the Capitol Extension, Room E1.012, at Austin, Texas.

Senator Brandon Creighton, the acting chair, called the meeting to order at 8:46 PM. There being a quorum present at 9:04 PM, the following business was transacted:

At 8:47 PM Senator Alvarado assumed the chair.

 

The chair laid out SB 1673 and recognized Senator Creighton, in the absence of the author, to explain the bill. Witnesses registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered.  Senator Alvarado moved that SB 1673 be left pending; without objection, it was so ordered.

 

The chair laid out SB 970 and recognized the author, Senator Creighton, to explain the bill. Senator Creighton sent up a committee substitute.  The chair recognized Senator Creighton to explain the difference between the committee substitute and the senate bill as filed. Witnesses testifying and registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered. Senator Alvarado moved that SB 970 be left pending; without objection, it was so ordered.

 

The chair laid out SB 2322 and recognized the author, Senator Creighton, to explain the bill. Witnesses testifying and registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered. Senator Alvarado moved that SB 2322 be left pending; without objection, it was so ordered.

 

At 9:03 PM Senator Creighton resumed the chair.

 

The chair laid out SB 899 and recognized the author, Senator Fallon, to explain the bill. Witnesses testifying and registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered. Senator Creighton moved that SB 899 be left pending; without objection, it was so ordered.

 

The chair laid out SB 1694 and recognized the author, Senator Johnson, to explain the bill. Witnesses testifying and registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered. Senator Creighton moved that SB 1694 be left pending; without objection, it was so ordered.
