Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Nominations was held on Thursday, April 4, 2019, in the Capitol Extension, Room E1.036, at Austin, Texas.

The chair called the meeting to order at 3:14 p.m. There being a quorum present, the following business was transacted:

 

The following members arrived after roll was called: Vice Chair Watson and Senator Miles.

 

Senator Seliger moved adoption of the minutes from the previous hearing held on Thursday, March 28, 2019; without objection, it was so ordered.

 

Senator Hall moved that the committee vote to approve the nominations of the individuals to the following entities: Injured Employee Public Counsel, Employees Retirement System of Texas Board of Trustees—Speaker Appointee, State Board of Dental Examiners, Texas Juvenile Justice Board, Teacher Retirement System of Texas Board of Trustees, Texas Tech University System Board of Regents, University of Texas System Board of Regents, Board of Pilot Commissioners for Galveston County Ports, Department of Information Resources, Guadalupe-Blanco River Authority Board of Directors, Product Development and Small Business Incubator Board, State Board of Veterinary Medical Examiners, State Cemetery Committee, Sulphur River Basin Authority Board of Directors, Texas Board of Medical Radiologic Technology, Texas Commission of Licensing and Regulation, Texas Commission on Fire Protection, Texas Diabetes Council, Texas Facilities Commission, Texas Juvenile Justice Board, Texas Southern University Board of Regents, Texas State Board of Public Accountancy, and Upper Guadalupe River Authority. The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent. Vice Chair Watson submitted a motion in writing to be shown voting aye. This did not change the outcome of the vote. Without objection; it was so ordered.

 

One witness card was submitted for public testimony. Witness testified against the nomination of Kelcy Warren to be a member of the University of Texas System Board of Regents.  See attached witness list.

 

Chair Buckingham announced that all non-appearing nominees, on the posted agenda, would be left pending before the committee.

 

There being no further business, at 3:19 p.m., Senator Kolkhorst moved that the Committee stand recessed subject to the call of the chair; without objection, it was so ordered.
