Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Finance was held on Monday, April 15, 2019, in the Capitol Extension, Room E1.036, at Austin, Texas.

The chair called the meeting to order at 9:00 AM. The following business was transacted:

 

Senator Hinojosa assumed the chair.

 

The chair laid out SB 66 and recognized the author, Senator Nelson, to explain the bill.

 

Senator Nelson resumed the chair.

 

The chair laid out SB 1481 and recognized the author, Senator Hinojosa, to explain the bill.

 

The chair laid out SB 1869 and recognized the author, Senator Hinojosa, to explain the bill.

 

The chair laid out SB 1081 and recognized the author, Senator Taylor, to explain the bill.

 

The chair laid out SB 570 and recognized Senator Taylor, in the absence of the author, to explain the bill.

 

The chair laid out SB 1824 and recognized the author, Senator Perry, to explain the bill.  There was no one wishing to give oral testimony on the bill.

Senator Perry moved that SB 1824 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 13 ayes, 0 nays, 0 present not voting, and 2 absent.

 

Senator Hinojosa moved that SB 941 do not pass but that CSSB 941 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 13 ayes, 0 nays, 0 present not voting, and 2 absent.

 

Senator Perry moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

Senator Watson moved that SB 1138 do not pass but that CSSB 1138 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 13 ayes, 0 nays, 0 present not voting, and 2 absent.

 

Senator Nelson moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.                                                                                                                                                              

 

Senator Taylor moved that SB 1205 do not pass but that CSSB 1205 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 12 ayes, 0 nays, 0 present not voting, and 3 absent.

 

Senator Watson moved that SB 1525 do not pass but that CSSB 1525 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 13 ayes, 0 nays, 0 present not voting, and 2 absent.

 

Senator Nelson moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

Senator Watson asked if there was anyone else present who would like to testify on any bill listed on the agenda. With no other witnesses there to testify, Senator Watson closed public testimony on all bills.
