Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Intergovernmental Relations was held on Monday, March 4, 2019, in the Capitol Extension, Room E1.028, at Austin, Texas.

The Chair called the meeting to order at 11:00 AM. There being a quorum present, the following business was transacted:

 

The following members arrived after the roll was called: Senator Charles Schwertner and Senator Donna Campbell.

 

The Chair laid out SB 235 and recognized the author, Senator Nelson, to explain the bill. Witnesses testifying and registering on the bill are shown on the attached list. The Chair moved that the public testimony be closed; without objection, it was so ordered. Senator Nichols moved that SB 235 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent. Senator Nichols moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

 

The Chair laid out SB 177 and recognized the author, Senator Perry, to explain the bill. No witnesses testified or registered on the bill. The Chair moved that the public testimony be closed; without objection, it was so ordered. Senator Nichols moved that SB 177 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent. Senator Nichols moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The Chair laid out SB 319 and recognized the author, Senator Perry, to explain the bill. Witnesses registering on the bill are shown on the attached list. The Chair moved that the public testimony be closed; without objection, it was so ordered. Senator Nichols moved that SB 319 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent. Senator Campbell moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

At 11:13 AM Senator Schwertner assumed the Chair.

 

The Chair laid out SB 354 and recognized the author, Senator Lucio, Jr. to explain the bill. Senator Lucio, Jr. sent up a committee substitute.  The Chair recognized Senator Lucio, Jr. to explain the difference between the committee substitute and the senate bill as filed.  Senator Lucio, Jr. moved adoption of the committee substitute; without objection, it was so ordered. Witnesses testifying and registering on the bill are shown on the attached list. The Chair moved that the public testimony be closed; without objection, it was so ordered. Senator Lucio, Jr. moved that SB 354 be reported to the full Senate with the recommendation that it do not pass but that the committee substitute adopted in lieu thereof do pass and be printed. The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent. Senator Alvarado moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

At 11:19 AM Senator Lucio, Jr. resumed the Chair.

 

There being no further business, at 11:20 AM Senator Alvarado moved that the Committee stand recessed subject to the call of the Chair. Without objection, it was so ordered.
