Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Business & Commerce was held on Sunday, May 19, 2019, at Senator Hancock's Desk.

The chair called the meeting to order at 7:00 PM. There being a quorum present, the following business was transacted:

 

Senator Paxton moved to reconsider the vote by which HB 2587 was reported to the Senate. Senator Paxton was on the prevailing side; without objection, it was so ordered. Senator Paxton moved to withdraw the Committee Substitute; without objection, it was so ordered. Senator Paxton moves that HB 2587 be reported favorably to the full senate with a recommendation that it do pass and be printed. The motion carried with a record vote of 8 ayes, 0 nays, 0 present not voting, and 1 absent.

 

The chair laid out HB 2497 as a matter of pending business by Senator Hughes. Senator Nichols moved that HB 2497 be reported back to the full senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 8 ayes, 0 nays, 0 present not voting, and 1 absent. Senator Nichols moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out HB 2806 as a matter of pending business by Senator Alvarado. Senator Nichols moved that HB 2806 be reported back to the full senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 1 nays, 0 present not voting, and 1 absent.

 

The chair laid out HB 2817 as a matter of pending business by Senator Hughes. Senator Nichols sends up the committee substitute. The chair recognized the author to explain the difference between the substitute and the bill as filed. Senator Nichols moved adoption of the committee substitute; without objection, it was so ordered. Senator Nichols moved that HB 2817 do not pass but that the committee substitute do pass and be recommended to the full senate. The motion carried with a record vote of 8 ayes, 0 nays, 0 present not voting, and 1 absent. 

 

The chair laid out HB 4534 as a matter of pending business by Senator Taylor. Senator Nichols sends up the committee substitute. The chair explained the difference between the substitute and the bill as filed. Senator Nichols moved adoption of the committee substitute; without objection, it was so ordered. Senator Nichols moved that HB 4534 do not pass but that the committee substitute do pass and be recommended to the full senate. The motion carried with a record vote of 8 ayes, 0 nays, 0 present not voting, and 1 absent. Senator Nichols moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

There being no further business, at 7:08 PM Senator Hancock moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.

 

A Motion in Writing requesting unanimous consent to be shown voting aye was submitted by the following: Senator Campbell on HB 2587, HB 2497, HB 2806, HB 2817, HB 4534. These votes are reflected in the final vote on the aforementioned bills.
