Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Business & Commerce was held on Wednesday, April 17, 2019, at Senator Hancock's Desk.

The chair called the meeting to order at 2:40 PM. There being a quorum present, the following business was transacted:

 

The chair laid out as a matter of pending business, SB 1258 by Senator Buckingham. Senator Nichols moved that SB 1258 be reported back to the full senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent. Senator Nichols moved that SB 1258 be recommended for the Local and Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out SB 1732 as a matter of pending business by Senator Paxton. Senator Paxton moved adoption of the committee substitute; without objection, it was so ordered. Senator Paxton moved that SB 1732 do not pass but that the committee substitute to SB 1732 do pass and be recommended to the full senate. The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent. Senator Paxton moved that SB 1732 be recommended for the Local and Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out SB 1739 as a matter of pending business by Senator Menendez. Senator Menendez sent up the committee substitute. The chair recognized the author to explain the difference between the substitute and the bill as filed. Senator Menendez moved adoption of the committee substitute; without objection, it was so ordered. Senator Menendez moved that SB 1739 do not pass but that the committee substitute to SB 1739 do pass and be recommended to the full senate. The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent. Senator Menendez moved that SB 1739 be recommended for the Local and Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out as a matter of pending business, SB 1793 by Senator Zaffirini. Senator Zaffirini moved that SB 1793 be reported back to the full senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent. Senator Zaffirini moved that SB 1793 be recommended for the Local and Uncontested Calendar; without objection, it was so ordered.

Senator Zaffirini moved that SB 1794 be reported back to the full senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent. Senator Zaffirini moved that SB 1794 be recommended for the Local and Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out SB 2066 as a matter of pending business by Senator Menendez. Senator Menendez moved adoption of the committee substitute; without objection, it was so ordered. Senator Menendez moved that SB 2066 do not pass but that the committee substitute to SB 2066 do pass and be recommended to the full senate. The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent. Senator Menendez moved that SB 2066 be recommended for the Local and Uncontested Calendar; without objection, it was so ordered.

 

A Motion in Writing requesting unanimous consent to be shown voting aye was submitted by the following: Senator Whitmire on SB 1258,SB 1732, SB 1739, SB 1793, SB 1794, and SB 2066. These votes are reflected in the final vote on the aforementioned bills.

 

 

There being no further business, at 2:45 PM Senator Hancock moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
