Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Agriculture was held on Monday, April 15, 2019, in the Betty King Committee Room at Austin, Texas.

The Chair called the meeting to order at 6:33 PM. There being a quorum present, the following business was transacted:

 

Senator Rodríguez moved adoption of the minutes from the previous hearing held on April 1, 2019. Without objection, it was so ordered.

 

The Chair laid out as a matter of pending business HB 2223 in lieu of SB 581 and Senator Hinojosa moved that HB 2223 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent.

 

Senator Rodríguez moved that the bill be recommended for placement on the Local & Uncontested Calendar. Without objection, it was so ordered.

 

The Chair laid out as a matter of pending business SB 1409 and Senator Rodríguez moved that SB 1409 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent.

 

Senator Rodríguez moved that the bill be recommended for placement on the Local & Uncontested Calendar. Without objection, it was so ordered.

 

The Chair laid out SB 1672 as a matter of pending business and recognized the author, Senator Perry, to explain the bill.

 

Senator Perry sent up a committee substitute.  The Chair recognized Senator Perry to explain the difference between the committee substitute and the senate bill as filed.  Senator Rodríguez moved adoption of the committee substitute. Without objection, it was so ordered.

 

Witnesses testifying and registering on the bill are shown on the attached list.

 

The Chair moved that the public testimony be closed.  Without objection, it was so ordered.

 

Senator Rodríguez moved that SB 1672 do not pass but that CSSB 1672 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent.

 

Senator Perry moved to re-consider the vote on SB 1409.  Without objection, it was so ordered.

 

Senator Perry moved that he be shown voting nay on SB 1409.  Without objection, it was so ordered.

 

SB 1409 will be reported back to the Senate with the recommendation that it do pass and be printed with a record vote of 4 ayes, 1 nays, 0 present not voting, and 0 absent.

 

Chairman Hall stated the bill will not be recommended for placement on the Local & Uncontested Calendar.  

 

The Chair laid out SB 1884 and recognized the author, Senator Kolkhorst, to explain the bill.

 

Senator Rodríguez sent up a committee substitute.  The Chair recognized Senator Kolkhorst to explain the difference between the committee substitute and the senate bill as filed.  Senator Rodríguez moved adoption of the committee substitute. Without objection, it was so ordered.

Senator Hall moved that SB 1884 be left pending.  Without objection, it was so ordered.

 

The Chair laid out SB 2170 and recognized the author, Senator Rodríguez, to explain the bill.

 

Senator Rodríguez sent up a committee substitute.  The Chair recognized Senator Rodríguez to explain the difference between the committee substitute and the senate bill as filed.  Senator Hinojosa moved adoption of the committee substitute. Without objection, it was so ordered.
