Pursuant to an announcement from the house floor on May 17, 2019, the House Committee on State Affairs met in a formal meeting and was called to order by the chair, Representative Phelan, at 11:08 a.m.

 

The initial quorum call was answered as follows: Representatives Phelan; Hernandez; Guerra; Harless; Holland; Hunter; King, Phil; Parker; Raymond; Rodriguez; Smithee; and Springer.

 

A quorum was present.

 


 

SB 29

 

The chair laid out SB 29, the companion to HB 281.

 

The chair offered a complete committee substitute.

 

The committee substitute was adopted without objection.

 

The chair moved that SB 29, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed.  The motion prevailed by the following record vote:

 

Ayes:                           Representatives Phelan; Harless; Holland; Hunter; King, Phil; Parker; Raymond; Smithee; Springer (9).

 

Nays:                           Representatives Hernandez; Guerra; Rodriguez (3).

The chair laid out SB 2089.

 

Representative Parker moved that SB 2089, without amendments, be reported favorably to the full house with the recommendation that it do pass and be printed.  The motion prevailed by the following record vote:
