Pursuant to a notice posted on October 25, 2019, the House Committee on Human Services met in a public hearing and was called to order by the chair, Representative Frank, at 9:02 a.m.

 

The initial quorum call was answered as follows: Representatives Frank; Hinojosa; Clardy; Deshotel; Klick; Meza; Noble; and Rose.

 

A quorum was present.

 


 

The committee received invited testimony on the following issue:

 

An update regarding the latest changes to funding within programs under the Texas Healthcare Transformation and Quality Improvement Program-Section 1115 Demonstration Waiver.

The committee received invited testimony on the following issue:

 

Efforts by the Department of Family and Protective Services (DFPS) to implement Community-Based Care (CBC) for children in the state's conservatorship and the coordination of CBC with implementation of federal funding under the Family First Prevention Services Act.

The committee received invited testimony on the following issue:

 

The processes and policies established by the Department of Family and Protective Services (DFPS) for receiving, investigating and adjudicating reports of child abuse, neglect and exploitation and oversight of those processes to ensure the highest quality outcome to the child. Specifically the committee will review a) the processes and policies by which DFPS investigates and substantiates allegations of abuse or neglect made by medical professionals and the processes and policies followed by medical professionals when abuse and/or neglect is suspected; and b) the consistency with which DFPS applies its policies at each stage of the investigation process and whether policies are in full accord with state and federal child welfare laws.
