Pursuant to a notice posted on March 13, 2019, the House Committee on Appropriations met in a public hearing and was called to order by the chair, Representative Zerwas, at 10:01 a.m.

 

The initial quorum call was answered as follows: Representatives Zerwas; Longoria; Bell, Cecil; Bonnen, Greg; Buckley; Capriglione; Cortez; Davis, Sarah; González, Mary; Hefner; Howard; Johnson, Jarvis; Miller; Minjarez; Muñoz, Jr.; Rose; Schaefer; Sheffield; Sherman, Sr.; Smith; Stucky; Toth; Turner, John; VanDeaver; Walle; Wilson; and Wu.

The chair laid out HB 1.

 

The chair offered and explained a complete committee substitute.

The committee substitute was adopted without objection.

 

Representative Longoria moved that HB 1, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed.  The motion prevailed by the following record vote:
