IN RE:	SB329 by Seliger (Relating to requirements for and the transparency of epidemiological reports and certain immunization exemption information and reports.), As Introduced

The bill would amend the Health and Safety Code and Education Code to require the Department of State Health Services (DSHS) to submit a biennial report of outbreaks of vaccine preventative diseases and de-identified immunization exemption data. The report would be submitted to the legislature and governor before December 1 of each even-numbered year and would be made available on the agency's website.
 
The bill would require the Texas Education Agency (TEA) and DSHS to develop the form for a required annual report of the students' immunizations status. The bill would require school districts to provide the data to DSHS.
 
The bill would take effect immediately upon receiving a two-thirds majority vote in each house. Otherwise, the bill would take effect September 1, 2019.
 
This analysis assumes the provisions of the bill can be implemented using existing resources.

Local Government Impact

According to TEA, public schools collect vaccination data, including exemption information, at enrollment and throughout the school year. As such, TEA does not anticipate a significant fiscal impact to school districts.
