No significant fiscal implication to the State is anticipated.
The bill would amend the Family Code to provide a parent or nonparent appointed sole managing conservator of a child to have the exclusive right to apply for a passport for the child, renew the child's passport, and maintain possession of the child's passport. Based on the analysis of the Office of Court Administration, duties and responsibilities associated with implementing the provisions of the bill could be accomplished using existing resources.
The bill would take effect September 1, 2019.
