BILL ANALYSIS

C.S.H.B. 2987

By: Ramos

Public Education

Committee Report (Substituted)

BACKGROUND AND PURPOSE

It has been suggested that the disclosure of information about members of the governing body of an open-enrollment charter school is in the interest of public transparency and should be extended beyond the current requirement for a charter school to publish the names of the members. C.S.H.B. 2987 seeks to address this issue by requiring specified information regarding the members of the governing body to be published on the school's website.

CRIMINAL JUSTICE IMPACT

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

C.S.H.B. 2987 amends the Education Code to require an open-enrollment charter school to provide specified information regarding members of the school's governing body that is easily accessible on the school's website.

EFFECTIVE DATE

September 1, 2019.

COMPARISON OF ORIGINAL AND SUBSTITUTE

While C.S.H.B. 2987 may differ from the original in minor or nonsubstantive ways, the following summarizes the substantial differences between the introduced and committee substitute versions of the bill.

The substitute revises and expands the information regarding members of the governing body of an open-enrollment charter school that is required to be provided under the bill's provisions.
