BACKGROUND AND PURPOSE

 

It has been noted that the National Reined Cow Horse Association (NRCHA) is an organization with strong connections to Texas, the growth of whose events could positively impact state and local economies. C.S.H.B. 2402 seeks to encourage such economic benefits by making certain NRCHA events and a CONVRG conference eligible for funding under the major events reimbursement program.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

C.S.H.B. 2402 amends Vernon's Texas Civil Statutes to include a championship event in the National Reined Cow Horse Association (NRCHA) Championship Series and a CONVRG conference among the events eligible for funding under the major events reimbursement program, subject to certain conditions. The bill includes the NRCHA and Encore Live among the applicable site selection organizations.

 

EFFECTIVE DATE

 

On passage, or, if the bill does not receive the necessary vote, September 1, 2019.
