BACKGROUND AND PURPOSE
It has been suggested that some populated and unincorporated areas of Texas would benefit from the services of a municipal housing authority, such as certain unincorporated areas of El Paso County. C.S.H.B. 2287 seeks to provide affordable housing and related resources for low-income residents in such an area by providing for the operation of certain municipal housing authorities in a county area.

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
C.S.H.B. 2287 amends the Local Government Code to authorize a municipal housing authority operating in a municipality that has a population of more than 600,000 and is located in a county that has a population of 800,000 or more and is adjacent to the international border to operate in the municipality for which the authority is created and in the county, other than the parts of the county that are within the territorial boundaries of a municipality other than the municipality for which the authority is created and in which another housing authority operates under the Housing Authorities Law.
