Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Health & Human Services was held on Wednesday, February 15, 2017, in the Senate Chamber.

The chair called the meeting to order at 8:30 AM. There being a quorum present, the following business was transacted:

 

The following members arrived after the roll was called:

Senator Schwertner made opening comments.

 

At 8:33 AM Senator Uresti assumed the chair.

 

The chair laid out SB 8 and recognized the author, Senator Schwertner, to explain the bill.

 

Senator Perry sent up a committee substitute.  The chair recognized Senator Schwertner to explain the difference between the committee substitute and the senate bill as filed.

 

The chair called invited individuals to provide testimony on SB 8. Witnesses testifying on the bill are shown on the attached list.

 

At 9:23 AM Senator Schwertner resumed the chair.

 

The chair laid out SB 415 and recognized the author, Senator Perry, to explain the bill.

 

The chair called invited individuals to provide testimony on SB 415. Witnesses testifying on the bill are shown on the attached list.

 

The chair laid out SB 258 and recognized the author, Senator Huffines, to explain the bill.

 

Senator Perry sent up a committee substitute.  The chair recognized Senator Huffines to explain the difference between the committee substitute and the senate bill as filed.

 

The chair called invited individuals to provide testimony on SB 258. Witnesses testifying on the bill are shown on the attached list.

 

Senator Schwertner moved that SB 8, SB 415, and SB 258 be left pending; without objection, it was so ordered.

 

At 10:32 AM Senator Schwertner moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.

 

At 12:54 PM Senator Schwertner reconvened the meeting.

 

The chair laid out as a matter of pending business SB 8, SB 415, and SB 258 and opened the floor for public testimony.

 

Witnesses testifying and registering on the bill are shown on the attached list.

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

Senator Uresti moved that witnesses registering but not providing oral testimony be entered into the record; without objection, it was so ordered.

 

Senator Uresti moved that SB 8, SB 415, and SB 258 be left pending; without objection, it was so ordered.

 

There being no further business, at 4:04 PM Senator Uresti moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
