Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Property Tax Reform, Select was held on Thursday, February 1, 2018, in the Houston Community College Alief Hayes Campus.

The chair called the meeting to order at 1:03 PM. There being a quorum present, the following business was transacted:

 

Senator Bettencourt made opening remarks.

 

Senator Bettencourt laid out the committee rules. Senator Perry moved adoption of the committee rules. There being no objection, it was so ordered.

 

Dr. Edmund “Butch” Herod, College Professor/Administrator, Houston Community College, gave welcoming remarks.

 

Testimony was heard on the following interim charges:

 

Evaluate how property tax law could better advance disaster recovery after Hurricane Harvey while ensuring that taxpayers are protected from excessive taxation and wasteful spending.

 

 

 Study the statutory changes necessary, if any, for a municipality to be able to redirect revenue from Tax Increment Reinvestment Zones (TIRZ) for a set period of time to assist in paying the costs associated with recovery and rebuilding necessary infrastructure following a disaster declaration by the Governor or    President.

 

Witnesses testifying and registering are shown on the attached list. Senator Perry assumed the chair.

Senator Bettencourt resumed the chair.

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

There being no further business, at 4:50 PM Senator Bettencourt moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
