Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Natural Resources & Economic Development was held on Tuesday, April 11, 2017, in the Capitol Extension, Room E1.012, at Austin, Texas.

The chair called the meeting to order at 9:00 AM. There being a quorum present at 9:03 AM, the following business was transacted:

 

The following members arrived after the roll was called: Senator Sylvia Garcia, Senator Kelly Hancock, Senator Don Huffines, and Senator Borris Miles.

 

The chair laid out SB 1817 and recognized the author, Senator Burton, to explain the bill. Senator Burton sent up a committee substitute. The chair recognized Senator Burton to

explain the difference between the committee substitute and the senate bill as filed.

The chair moved that SB 1817 be temporarily left pending; without objection, it was so ordered.

 

The chair laid out as a matter of pending business SB 400. Senator Burton sent up a committee substitute. Senator Burton moved adoption of the committee substitute; without objection, it was so ordered. Senator Burton moved that SB 400 do not pass but that CSSB 400 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 10 ayes, 0 nays, 0 present not voting, and 1 absent. Senators Garcia and Huffines submitted motions in writing requesting unanimous consent to be shown voting aye on CSSB 400; without objection, it was so ordered.

 

Senator Burton moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

Senator Seliger moved that SB 1330 do not pass but that CSSB 1330 be reported back to the Senate with the recommendation that it do pass and be printed.
