Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Higher Education was held on Wednesday, February 22, 2017, in the Capitol Extension, Room E1.012, at Austin, Texas.

The chair called the meeting to order at 9:02 AM. There being a quorum present, the following business was transacted:

 

Senator Buckingham moved adoption of the minutes from the previous hearing held on February 8, 2017; without objection, it was so ordered.

 

The chair laid out SB 49 and recognized the author, Senator Zaffirini, to explain the bill.

 

Senator Bettencourt sent up a committee substitute.  Senator Watson moved adoption of the committee substitute; without objection, it was so ordered.

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator West moved that SB 49 do not pass but that CSSB 49 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 0 absent.

 

Senator Buckingham moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out SB 286 and recognized Senator Watson, in the absence of the author, to explain the bill.

 

Witnesses testifying and registering on the bill are shown on the attached list.

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator Watson moved that SB 286 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 0 absent.

 

Senator Watson moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out SB 331 and recognized the author, Senator West, to explain the bill.

 

Senator Watson sent up a committee substitute.  The chair recognized Senator West to explain the difference between the committee substitute and the senate bill as filed.  Senator West moved adoption of the committee substitute; without objection, it was so ordered.

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator West moved that SB 331 do not pass but that CSSB 331 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 0 absent.

The chair laid out SB 491 and recognized the author, Senator Watson, to explain the bill.

The chair laid out SB 18 and recognized the author, Senator Seliger, to explain the bill.

Senator Seliger moved that SB 18 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 2 nays, 1 present not voting, and 0 absent.

 

Senator Seliger resumed the chair.
