Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Government Reform, Select was held on Saturday, July 22, 2017, in the Extension Auditorium, E1.004.

The chair called the meeting to order at 11:05 AM. There being a quorum present, the following business was transacted:

 

The chair made opening remarks.

 

Senator Lucio, Jr. moved adoption of the committee rules. There being 5 ayes and 0 nays, it was so ordered.

 

Senator Lucio assumed the chair.

 

The chair laid out SB 1 and SB 96 and recognized the author, Senator Bettencourt, to explain the bills. 

 

Witnesses testifying and registering on the bills are shown on the attached list.

Senator Perry and Senator Lucio assumed the chair during public testimony on SB 1 and SB 96.

 

The chair moved that the public testimony be closed on SB 1 and SB 96; without objection, it was so ordered.

 

Senator Bettencourt moved that SB 1 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 2 nays, 0 present not voting, and 0 absent.

 

SB 96 was left pending.

 

Senator Bettencourt resumed the chair.

 

The chair laid out SB 18 and recognized the author, Senator Estes, to explain the bill.

 

Witnesses testifying and registering on the bill are shown on the attached list.

 

Senator Lucio assumed the chair.

 

Senator Bettencourt resumed the chair.

 

The chair moved that the public testimony be closed on SB 18; without objection, it was so ordered.

 

Senator Taylor moved that SB 18 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 2 nays, 0 present not voting, and 0 absent.

 

Senator Lucio assumed the chair.

 

The chair laid out SB 93 and recognized the author, Senator Bettencourt, to explain the bill.

 

Witnesses testifying and registering on the bill are shown on the attached list.

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

The bill was left pending.

 

Senator Garcia and Senator Kolkhorst attended the hearing.
