Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Finance was held on Thursday, March 16, 2017, in the Capitol Extension, Room E1.036, at Austin, Texas.

The chair called the meeting to order at 9:01 AM and announced that the Committee would stand in recess until 9:30 AM.

 

At 9:43 AM the Committee reconvened.  There being a quorum present, the following business was transacted.

 

 

 

The chair laid out as a matter of pending business SB 1. 

 

The chair recognized Senator Schwertner to layout workgroup recommendations for Article II.

 

Senator West moved to strike the portion of the Parks and Wildlife Department Article IX rider regarding new construction.  Without objection, it was so ordered.

 

Senator Hinojosa moved to adopt the rider as amended. The motion carried with a record vote of 13 ayes, 2 nays, 0 present not voting, and 0 absent. 

 

Senator Watson moved to sever the Article II rider regarding a Prohibition on Abortions. Without objection, it was so ordered.

 

Senator Schwertner moved that the Article II riders, as amended be adopted.  The motion carried with a record vote of 14 ayes, 1 nay, 0 present not voting, and 0 absent.

 

Senator Hancock moved that the severed rider be adopted.  The motion carried with a record vote of 12 ayes, 3 nays, 0 present not voting, and 0 absent.

 

Senator Hinojosa moved that the General Provision rider regarding Funding for the Center for Urban Ecology at Quinta Mazatlan be adopted. The motion carried with a record vote of 14 ayes, 1 nay, 0 present not voting, and 0 absent.

 

Senator Hinojosa moved to adopt all Article IX riders, as amended.  The motion carried with a record vote of 15 ayes, 0 nays, 0 present not voting, and 0 absent.  

 

Senator Hinojosa moved to adopt all decision documents for Article X.  The motion carried with a record vote of 14 ayes, 0 nays, 0 present not voting, and 1 absent.

 

There being no further business, at 11:02 AM Senator Nelson moved that the Committee stand recessed subject to the call of the chair.  Without objection, it was so ordered.
