Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Intergovernmental Relations was held on Thursday, May 31, 2018, in the Pharr Events Center at Pharr, TX.

The Chair called the meeting to order at 9:07 AM.  There being a quorum present, the following business was transacted:

 

The following members arrived after the roll was called:

Senator Paul Bettencourt

 

The Chair laid out the following interim charge:

 

Housing Affordability: Examine issues that impact housing affordability, including the effect of local government taxes, fees, and mandates. Evaluate the cost of purchasing a single-family residence in different parts of the state, factoring in the impact of local rules and regulations, to identify matters of policy with the greatest influence, and identify ways to increase transparency and awareness prior to the adoption of costly local ordinances or orders.

 

The Chair recognized the members of the Committee for opening remarks.

 

The Chair opened invited testimony on the interim charge.

 

Invited testimony was heard.  Witnesses testifying and registering are shown on the attached list.

 

Senator Bettencourt assumed the chair.

 

Senator Lucio, Jr. resumed the chair.

 

The Chair moved that invited testimony on the interim charge be closed.  Without objection, it was so ordered.

 

The Chair opened public testimony on the interim charge.

 

Public testimony was heard.  Witnesses testifying and registering are shown on the attached list.
