Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Intergovernmental Relations was held on Monday, May 8, 2017, in the Capitol Extension, Room E1.028, at Austin, Texas.

Senator Paul Bettencourt, the acting Chair, called the meeting to order at 4:35 PM.  There being a quorum present at 4:55 PM, the following business was transacted:

 

The following members arrived after the roll was called: Senator Don Huffines and Senator Sylvia Garcia.

 

The Chair laid out HB 2788 and recognized the Senate sponsor, Senator Nichols, to explain the bill.  The Chair moved that public testimony for HB 2788 be opened.  Witnesses registering on the bill are shown on the attached list.  The Chair moved that public testimony be closed; without objection, it was so ordered.  The Chair moved that HB 2788 be left pending; without objection, it was so ordered.

 

The Chair laid out HB 2995 and recognized the Senate sponsor, Senator Nichols, to explain the bill.  The Chair moved that public testimony for HB 2995 be opened.  Witnesses testifying and registering on the bill are shown on the attached list.  The Chair moved that public testimony be closed; without objection, it was so ordered.  The Chair moved that HB 2995 be left pending; without objection, it was so ordered.

The Chair laid out SB 2280 and recognized the author, Senator Buckingham, to explain the bill.  The Chair moved that public testimony for SB 2280 be opened.  Witnesses registering on the bill are shown on the attached list.  The Chair moved that public testimony be closed; without objection, it was so ordered.  Senator Campbell moved that SB 2280 be reported back to the full Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 0 absent.  Senator Garcia submitted a motion in writing form requesting unanimous consent to be shown voting aye.  Senator Huffines submitted a motion in writing form requesting unanimous consent to be shown voting aye.  Senator Lucio, Jr. moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

At 4:57 PM Senator Lucio, Jr. assumed the chair.

 

The Chair laid out as a matter of pending business HB 2788.  Senator Bettencourt moved that HB 2788 be reported back to the full Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 0 absent.  Senator Garcia submitted a motion in writing form requesting unanimous consent to be shown voting aye.  Senator Huffines submitted a motion in writing form requesting unanimous consent to be shown voting aye.  Senator Bettencourt moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The Chair laid out as a matter of pending business HB 2995.  Senator Bettencourt moved adoption of the committee substitute; without objection, it was so ordered.  Senator Bettencourt moved that HB 2995 be reported back to the full Senate with the recommendation that it do not pass and be printed but that the committee substitute adopted in lieu thereof do pass and be printed.  The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 0 absent.  Senator Garcia submitted a motion in writing form requesting unanimous consent to be shown voting aye.  Senator Bettencourt moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.
