Pursuant to a notice posted on April 12, 2018, the House Committee on Pensions met in a public hearing and was called to order by the chair, Representative Flynn, at 10:00 a.m.

 

The initial quorum call was answered as follows: Representatives Flynn; Alonzo; Anchia; Hefner; Huberty; and Rodriguez, Justin.

 

A quorum was present.

 


 

 

The Chair laid out the following charge: Conduct legislative oversight and monitoring of the agencies and programs under the committee’s jurisdiction and the implementation of relevant legislation passed by the 85th Legislature. In conducting this oversight, the committee should: consider any reforms to state agencies to make them more responsive to Texas taxpayers and citizens; identify issues regarding the agency or its governance that may be appropriate to investigate, improve, remedy, or eliminate; determine whether an agency is operating in a transparent and efficient manner; and identify opportunities to streamline programs and services while maintaining the mission of the agency and its programs.

The Chair laid out the following charge: Evaluate ways to strengthen and improve Texas public pension systems. This includes looking at measures and tools that affect the funding soundness of the systems.

The Chair laid out the following charge: Study the immediate and long-term solvency and plan design of TRS-Care and TRS Active-Care to evaluate affordability, fiscal impact, and coverage in order to provide legislative recommendations.

At 2:30 p.m., on the motion of the chair and without objection, the meeting was adjourned subject to the call of the chair.
