Pursuant to a notice posted on July 24, 2018, the House Committee on Opioids & Substance Abuse, Select met in a public hearing and was called to order by the chair, Representative Price, at 10:09 a.m.

 

The initial quorum call was answered as follows: Representatives Price; Alvarado; Minjarez; Murr; Nevárez; Roberts; Rose; Sheffield; and VanDeaver.

 

A quorum was present.

The committee considered testimony on the following interim charge:

 

Examine the impact of substance abuse and substance use disorders on Texans who are involved in the adult or juvenile criminal justice system and/or the Child Protective Services system. Identify barriers to treatment and the availability of treatment in various areas of the state. Recommend solutions to improve state and local policy, including alternatives to justice system involvement, and ways to increase access to effective treatment and recovery options.

At 12:58 p.m., on the motion of the chair and without objection, the meeting was recessed until 3:30 p.m., August 7, 2018.

 

 

The committee reconvened at 3:52 p.m. and was called to order by the chair, Representative Price.

 

 

The quorum call was answered as follows: Representatives Price; Murr; Roberts; Rose; Sheffield; and VanDeaver.

The committee considered testimony on the following interim charge:

 

Identify the specialty courts in Texas that specialize in substance use disorders. Determine the effectiveness of these courts and consider solutions to increase the number of courts in Texas.
