Pursuant to a notice posted on April 19, 2018, the House Committee on Environmental Regulation met in a public hearing and was called to order by the chair, Representative Pickett, at 9:09 a.m.

 

The initial quorum call was answered as follows: Representatives Pickett; Thompson, Ed; Cyrier; Dale; Kacal; and Landgraf.

 

A quorum was present.

 


 

 

The Committee met to discuss South Coast Air Quality Management District v. EPA (No.15-1115).

The Committee met to discuss Interim Charge #1: Examine the Texas Commission on

Environmental Quality's (TCEQ) response and clean-up efforts related to Hurricane Harvey.

Study whether current air, water, waste, and wastewater rules and regulations adequately protect the public, natural resources, environment, infrastructure, residential areas, and industrial facilities from damage caused by natural disasters. Evaluate the debris cleanup and removal process and whether current rules and regulations are effective in expediting cleanup efforts.

Make recommendations on how natural disaster responses can be improved.
