Pursuant to a notice posted on April 18, 2018, revised on April 18, 2018, the House Committee on Environmental Regulation, Subcommittee on Air Quality and Municipal Landfills, met in a public hearing and was called to order by the chair, Representative Thompson, Ed, at 9:04 a.m.

 

The initial quorum call was answered as follows: Representatives Thompson, Ed; Kacal; Landgraf; and Reynolds.

 

A quorum was present.

 


 

 

 

The Committee met to discuss Interim Charge #3: Study the permitting, siting, and regulatory processes for solid waste landfills, including municipal solid waste landfills, and whether current rules, regulations, and notice requirements adequately ensure compliance and maximize participation from the public and stakeholders.

The Committee met to discuss Interim Charges 4 and 5:

 #4. Study the economic impact of the National Ambient Air Quality Standards (NAAQS) and determine if new technologies can be utilized to meet attainment or make an attainment demonstration for all current standards.

 

#5. Review the TCEQ's expedited air permitting program and examine whether the program is achieving the desired results.
