Pursuant to a notice posted on February 15, 2018, the House Committee on Criminal Jurisprudence met in a public hearing and was called to order by the chair, Representative Moody, at 11:15 a.m.

 

The initial quorum call was answered as follows: Representatives Moody; Hunter; Canales; Gervin-Hawkins; Hefner; and Lang.

 

A quorum was present.

 


 

 

 

 

 

 

The Committee heard invited testimony on the following Interim Charge:

 

 

 

Interim Charge #2: Assess developments in medical science and legal standards related to the imposition of the death penalty on defendants with serious mental illness or intellectual and developmental disabilities. Review statutorily prescribed jury instructions used during capital sentencing.
